I.

Call to Order



President Cleo P. Mathews called the meeting of the West Virginia Board of Education with the Office of Education Performance Audits to order at 8:36 a.m. on September 9, 1999 in the Media Center at Spring Valley High School, Huntington, West Virginia. Members present were Vice President Gary G. White, Secretary J. D. Morris, Sandra M. Chapman, James J. MacCallum, Jim L. McKnight, and Paul J. Morris.



II.

Approval of Minutes



Upon motion by Gary G. White, second by Jim L. McKnight, the Board approved the minutes of the August 12, 1999 meeting as submitted. (Copy appended to Official Minutes, Attachment A.)



III.

Approval of Agenda



Upon motion by J. D. Morris, second by Paul J. Morris, the Board approved the agenda.



IV.

Director's Information



The Office of Education Performance Audits has distributed brochures pertaining to the September 19-21, 1999 training session at the Radisson Hotel in Huntington.



V.

School District Approval Status and School Accreditation Status

Based on Education Performance Audit of the Fayette County School System



A random and unannounced education performance audit was conducted in the Fayette County School System. All schools in Fayette County were evaluated by members of the on-site review team. The county submitted revised County and School Unified Improvement Plans for noncompliances identified by the education performance audit team. Some plans contained the required components and those schools are eligible for a higher accreditation status.



Based on the performance data and results of the education performance audit, it was recommended that the Fayette County School System be issued Temporary Approval status, two (2) schools granted Full Accreditation status, twenty-two (22) schools issued Conditional Accreditation status, four (4) schools issued Temporary Accreditation status, and one (1) school to remain on Seriously Impaired status.



Upon motion by Jim L. McKnight, second by Gary G. White, the Board granted the Fayette County School System Temporary Approval status, two (2) schools Full Accreditation status, twenty-two (22) schools Conditional Accreditation status, four (4) schools Temporary Accreditation status, one (1) school Seriously Impaired status. The Board directed the Department to dispatch a technical assistance team to the Fayette County School System. (Copy appended to Official Minutes, Attachment B and addendum.)



VI.

1999 Annual Report of the Office of Education Performance Audits



Board members were provided the 1999 Annual Report of the Office of Education Performance Audits (the first report compiling accountability activities). This report synthesized the activities of the Office of Education Performance Audits as established by the West Virginia Legislature and the West Virginia Board of Education. Further discussion/action with regard to this report will take place at the October 8, 1999 meeting of the Board. (Copy appended to Official Minutes, Attachment C.)

Future Meetings



The next meeting of the West Virginia Board of Education with the Office of Education Performance Audits will be held on October 8, 1999 in Fayette County, West Virginia.

Upon motion by James J. MacCallum, second by Gary G. White, the Board adjourned at approximately 9:14 a.m.
