I.

Call to Order



President James J. MacCallum called the regular meeting of the West Virginia Board of Education with the Office of Education Performance Audits to order at 8:30 a.m. on July 15, 1999 in West Virginia University's National Research Center for Coal and Energy Building, Assembly Rooms A & B located in Morgantown, West Virginia. Members present were Vice President Gary G. White, Secretary Cleo P. Mathews, Sandra M. Chapman, Sheila M. Hamilton, Jim L. McKnight, J. D. Morris, and Paul J. Morris.



II.

Approval of Minutes



Upon motion by Gary G. White, second by Jim L. McKnight, the Board approved the minutes of the June 10, 1999 meeting as submitted.



III.

Approval of Agenda



Upon motion by Gary G. White, second by J. D. Morris, the Board approved the agenda.



IV.

Director's Information



Statewide training for on-site review team members will be conducted on September 20-21, 1999, at the Radisson Hotel in Huntington, West Virginia. The training is cosponsored by the Office of Education Performance Audits and the Center for Professional Development.



V.

Report on the Implementation Plan FY99 for the

Office of Education Performance Audits at year-end.

The Office of Education Performance Audits developed an Implementation Plan which was presented to the State Board at the September 10, 1998 meeting. The plan outlined the mission statement, goals, objectives, activities, and a completion date(s). This report addressed year-end progress on each objective and activity. Following a discussion relative to changes that may be needed in Policy 2320, the Board suggested that a policy revision be undertaken this fall. (Copy appended to Official Minutes, Attachment B.)



VI.

School District Approval Status and School Accreditation Status

Based on Education Performance Audit of the Webster County School System



A random and unannounced education performance audit was conducted in the Webster County School System. All schools in Webster County were evaluated by members of the on-site review team. Based on the performance data and results of the education performance audit, it is recommended that the Webster County School System be issued Temporary Approval status and all five (5) Webster County schools issued Temporary Accreditation status.



Upon motion by Gary G. White, second by Cleo P. Mathews, the Board granted the Webster County School System Temporary Approval status and issued all five (5) Webster County schools Temporary Accreditation status. (Copy appended to Official Minutes, Attachment C.)



VII.

School District Approval Status and School Accreditation Status Based on

Follow-up Education Performance Audit of the Marshall County School System



An on-site review of the Marshall County School System was conducted from November 17-21, 1997. An Education Performance Audit Team returned to Marshall County April 23, 1999. The purpose of the return team visit was to verify correction of the noncompliances identified during the original on-site review.



Based on the performance data and results of the Follow-up Education Performance Audit, it is recommended that the Marshall County School System be granted Full Approval status and all Marshall County schools issued Full Accreditation status.



Upon motion by Paul J. Morris, second by Sandra M. Chapman, the Board granted the Marshall County School System Full Approval status and issued all Marshall County schools Full Accreditation status. (Copy appended to Official Minutes, Attachment D.)



VIII.

Recommendations for Professional Development Based

on Education Performance Audits



West Virginia Code 18-2-23a requires the State Board to establish goals for professional development in the public schools of the state. A synthesis of annual performance data combined

with on-site education performance audits was presented to assist the Board in establishing staff development goals.

Upon motion by Cleo P. Mathews, second by Jim L. McKnight, the Board approved the recommendations for professional development based on education performance audits. The recommendations are to be presented to the Department of Education for consideration in the state plan for professional development. This information is to be shared with RESAs, counties, the Center for Professional Development and higher education. (Copy appended to Official Minutes, Attachment E.)



IX.

Future Meetings



The next regular meeting of the West Virginia Board of Education with the Office of Education Performance Audits will be held on August 12, 1999, at the Snowshoe Mountain Resort in Pocahontas County, West Virginia.
