I.
President James J. MacCallum called the regular meeting of the West Virginia Board of Education with the Office of Education Performance Audits to order at 8:40 a.m. on June 10, 1999, in the Multi-Purpose Room of Brookview Elementary, Foster, West Virginia. Members present were Vice President Gary G. White, Sandra M. Chapman, Michael D. Greer, Sheila M. Hamilton, Jim L. McKnight, J. D. Morris, and Paul J. Morris.
II.
Upon motion by Michael D. Greer, second by Jim L. McKnight, the Board approved the minutes of the May 13, 1999 meeting as submitted.
III.
Upon motion by Jim L. McKnight, second by J. D. Morris, the Board approved the agenda.
IV.
For the year ending June 30, 1999, the Office of Education Performance Audits has completed 13 on-site reviews, visiting 167 schools, in the following counties: Barbour, Boone, Fayette, Grant, Hardy, Marion, Morgan, Nicholas, Ritchie, Summers, Taylor, Webster, and Wood.
V.
A random and unannounced education performance audit was conducted in the Grant County School System. All schools in Grant County were evaluated by members of the on-site review team. Based on the performance data and results of the education performance audit, it is recommended that the Grant County School District be issued Temporary Approval status, and all five (5) Grant County schools issued Temporary Accreditation status.
Upon motion by Michael D. Greer, second by Sheila M. Hamilton, the Board granted the Grant County School System Temporary Approval status, and issued all five (5) Grant County Schools Temporary Accreditation status. (Copy appended to Official Minutes, Attachment B.)
VI.
A random and unannounced education performance audit was conducted in the Hardy County School System. All schools in Hardy County were evaluated by members of the on-site review team. Based on the performance data and results of the education performance audit, it is recommended that the Hardy County School District be issued Temporary Approval status, and issued all five (5) Hardy County schools Temporary Accreditation status.
Upon motion by Sandra M. Chapman, second by J. D. Morris, the Board granted the Hardy County School System Temporary Approval status, and all five (5) Hardy County schools issued Temporary Accreditation status. (Copy appended to Official Minutes, Attachment C.)
VII.
A random and unannounced education performance audit was conducted in the Ritchie County School System. All schools in Ritchie County were evaluated by members of the on-site review team. Based on the performance data and results of the education performance audit, it is recommended that the Ritchie County School District be issued Conditional Approval status, five (5) Ritchie County schools granted Full Accreditation status, and two (2) schools issued Conditional Accreditation status.
Upon motion by Jim L. McKnight, second by Sheila Hamilton, the Board granted the Ritchie County School System Conditional Approval status, granted five (5) Ritchie County schools Full Accreditation status, and issued two (2) schools Conditional Accreditation status. VIII.
A random and unannounced education performance audit was conducted in the Grant County School System. The South Branch Vocational Technical Center was also reviewed during this time by members of the on-site review team. Based on the results of the education performance audit, it is recommended that the South Branch Vocational Technical Center be issued Full Accreditation status.
Upon motion by Gary G. White, second by Sandra M. Chapman, the Board granted the South Branch Vocational Technical Center Full Accreditation status. (Copy appended to Official Minutes, Attachment E.)
IX.
Each county board is required to develop and submit an update to the Unified County Improvement Plan (UCIP) or an equivalent strategic Plan to the West Virginia Office of Education Performance Audits by December 31. This plan is based on information from the Unified School Improvement Plans, locally identified needs, and school performance data. The plan specifies strategies for meeting high quality standards and performance measures that have not been met.
The updated plan must be submitted to the State Board for approval. Office of Education Performance Audit staff and Department of Education staff coordinated a review of the 55 Unified County Improvement Plans. The plans were reviewed to determine that the required components were included and addressed any performance or process deficiencies. The attachment summarizes the components of the individual Unified County Improvement Plans.
Upon motion by Jim L. McKnight, second by Michael D. Greer, the Board granted twenty-two (22) Unified County Improvement Plans, Approval; twenty-four (24) Plans, Approval with Stipulations; and nine (9) Plans, Approval with Revisions. (Copy appended to Official Minutes, Attachment F and addendum.)
X.
Upon motion by J. D. Morris, second by Sandra M. Chapman, the Board approved the salary schedules and classification of associate staff. (Copy appended to Official Minutes, Attachment G.)
XI.
The next regular meeting of the West Virginia Board of Education with the Office of Education Performance Audits will be held on July 15, 1999 in Monongalia County, West Virginia.
XII.
Upon motion by Gary G. White, second by Sheila M. Hamilton, the Board adjourned at approximately 9:10 a.m.
