The Seventh cycle of the WV 21st
Century Program Starting
July 1, 2010 (Contingent upon receiving Federal
Funding).
WHAT?
The West Virginia Department of Education (WVDE) is pleased to announce the
seventh state 21st Century Community Learning Center (21st
CCLC) competition for grants to establish and/or expand community learning
centers that will assist learning and development for school-age children
and their families during out-of-school time.
This program was formerly administered
by the U.S. Department of Education and is now administered by state
educational agencies as authorized under Title IV, Part B of the Elementary
and Secondary Education Act, H.R.-1. Allocations for each state are
based upon the state’s student enrollment and Title I participation.
West Virginia expects to receive approximately $2.5 million (year 3) for new
21st
CCLC grants.
HOW TO APPLY?
Application information should be
available on the WVDE website

http://21stcclc.k12.wv.us the middle of September, 2006 and will be mailed
to public school superintendents and other interested persons. Each
local 21st CCLC grant application must describe information such
as: the before- and after-school and-summer-school (optional) activities to
be funded; how the activities will improve student achievement; how students
will travel safely to and from the learning center; the partnership(s)
between a local educational agency and a community-based organization and
another public or private organization (as appropriate); an evaluation of
the community needs and available resources for the learning center; and
other provisions requested in the application package.
HOW MANY GRANTS WILL
BE AWARDED AND FOR HOW MUCH? By
federal statute a 21st CCLC grant may not be less than $50,000
per year. WVDE anticipates awarding 10-20 three-year grants (with a
possible option for reduced funding in years four and five for successful
programs) in the second year’s competition. No matching funds are
required.
WHO WILL BE SERVED?
A competitive priority will be given to applications that serve children in
schools designated as in need of improvement under Title I, and also
WVDE-identified low performing schools. To ensure that grantees have
access to student achievement data that can be utilized and reported in
required evaluations, joint submissions (applications) by a Local Education
Agency (LEA) receiving Title I funds, and one or more community-based
organizations or other public or private organizations, is strongly advised
and encouraged.
WHO CAN APPLY?
Public and private organizations may apply for funding. Examples of
public and private organizations include, but are not limited to: non-profit
agencies, city and county government agencies, faith-based organizations,
institutions of higher education, and for-profit agencies.

Eligible applicants must submit
their original application plus six copies before March 12, 2010 at 3 p.m.

HOW WILL
APPLICATIONS BE REVIEWED? WVDE
will conduct a competitive review process in April 2007, and make
grant-award announcements in May 2007, with funding expected to begin in
July 2007.

A technical assistance workshop
and also a Community Education Association of
West Virginia meeting
will be held, date and time to be arranged, to
distribute the 21stCentury CLC application package, provide
information about existing programs and expectations, and respond to
questions about the grants.
